It would be illegal for a dealer to offer you a choice of a discount or 0% APR - reason being that if you were to take credit then the discount you would forego would be a "charge for credit" and the APR would therefore not be 0%. I can't believe that dealers don't generally know this, so if they offer you "either...or..." then they're probably trying it on deliberately. Trading standards will back you up on this.
It's a bit more complicated when a broker's involved - I suspect if you could be bothered you could still force the point.
